One best tool is for a student to have the opportunity to experience the math concept hands-on. Manipulatives can be used to teach math concepts to any age students. They can be used to talk through a problem, develop a model, determine and record solutions, and transition from old learning to new.

One of the most fundamental concepts in mathematics is one-to-one correspondence. In one-to-one correspondence, one group can be shown to have the same number of objects as another group, and a number can be associated with each group of objects. Activities that promote the understanding of one-to-one correspondence include passing the cup to each child, using pegs in a pegboard, matching one cube with another, putting one block in each cup, and using a number line to match a number of objects with the corresponding numeral that represents the number.
Other fun activities to engage learners is by playing games. Math bowling, Math Jeopardy, and Cooking, also real life authentic activities help them connect what they are learning to real life skills. Setting up a grocery store within the classroom, have students shop on a given budget, price compare, percentages on sale prices, etc. There can be many games that can be turned into math learning opportunities.
